Well, that'll ensure nothing changes then, and everyone can stay really cross.

Completely pointless announcement as there's no way it will be enforced meaningfully.

But it may just be the charming side of governing by consent. For cultural change is it really desirable to have enforcement? It isn’t really appropriate for something that isn’t against the law, where guidance and a polite request may work better.

I’m not generally bothered by phone calls on trains although I’ll always be amazed at what personal / business details people will disclose in earshot of numerous others (I’m also amazed by the stuff people will have on their laptop screen for anyone to read, I’m sure I could do some fairly significant industrial / commercial espionage by following a specific company employee onto a train and sitting behind them). Music being played too loudly through headphones is annoying though and even worse, people who don’t bother with headphones at all. Who will stop it though? Maybe on a train where there’s a train manager and they can call the transport police but on buses where a driver is caged in, partly for their safety? I’d settle for them being able to prevent more serious crimes occurring on transport first.

Remind me not to vote for Eeyore. At least I'd like the pretence of being able to change stuff that can be changed. You never know, maybe they'll stop children going up chimneys and people owning slaves.

In my opinion (😂) if people wanted to change then they would have already, and nobody will be enforcing it.
Plenty of reports about people asking phone users to change. At best they get ignored, at worst they get physically attacked.

Which is why you have to change the culture. Think of all the things in your lifetime that have changed for the better – they all started with the status quo, and someone said "We can do better". 16-year-old girls with topless photos on p3 in a national newspaper, for instance. Try arguing for that now, and see where that gets you. I bet you at the time there were plenty of Eeyores saying "You'll never change that!"

The majority of changes in my lifetime have been achieved through enforced legalisation. Seatbelts, drink driving, smoking indoors...
It is how any laws are going to be enforced that concerns me. In my opinion they won't be, at least not in this instance.

As I say, it is effectively enforced in French TGVs, even if they can't stop mairies there being burned to the ground.

One of my favourite ever train phone music experiences was on the way to work from Troon to Glasgow. Some wee neds were blasting some sh!te and several folk had already asked them to shut it and been ignored.

Some old boy casually wandered up and asked if he might borrow the phone to call his wife in hospital.

They obliged and he lobbed it out of the window and walked away. Legendary stuff.
