Any day centre I ever went to with my kids, were overly enthusiastic in showing their facilities, bragged about how many carers per child they had.
Red flags going off everywhere when they dont want anyone accessing the facilities

I dont know how many years it is since you had children young enough to for day-care, or school, but, it is somewhat different now, and, has been for quite a long time.
On one occasion, when grandaughters were in infant school (about 30 years ago) their mother was unavoidably delayed at work, and, asked her mother (my wife, the children's Grandmother) if she could collect children from school. My wife's name was not on the list of "approved" adults, so, no handing over. It was resolved eventually, after a phone call from our daughter, and, an "ID parade" by the granddaughters (they were required to look through the window. and tell the teacher who my wife was to them. 😊
