The argument that a state with abundant natural resources will rationally put their effort into mining those resources, not educating their people. Like much of Africa.
Countries with relatively few natural resources will rationally invest in their human resources, then manufacture and trade. Like Switzerland, Sweden, Luxemburg, Japan.

Are those examples as hostile for humans as California (genuine question... I didn't do geography, despite @First Aspect's glowing recommendation of it as an academic subject)?
My ignorant suggestion is that California is both hostile to human habitation and has scant natural resources, yet, despite that, they've ended up being wildly successful economically (for a whole host of reasons). Starting (in effect) a country in the middle of a desert seems, erm, 'ambitious'.

Seeing California has the world's hottest place and alpine regions, it's hard to generalise.
A lot of the bits people live in are either abitshit or glorious but prohibitively expensive.

A simple look at what he's done both nationally and internationally, I would assume he is out of the running anyway.So I expect Trǔmp's acceptance and pride in acceptance of the medal will put him in a much weaker position when the Committee review nominations for next year's award.
OK, not been there, but thought it relied on desalination and Trump diverting water to keep it hydrated. My ignorance of US geography is pretty complete.
