I'm fairly sure that since the US has enough domestic production to meet domestic consumption, Trump will at some stage either lie about prices going up, or attack oil companies for unreasonably not selling oil domestically at a discount from the international wholesale price.

I also imagine he will use this as an emergency mechanism for one or both of election interference and tariffs.
