They're using Rhino Pipeliner 5000, which freezes as sprayed-on curds almost exactly as it hits the surface. Won't flow out, flatten, and self-level like standard epoxy or paint would. Under standing water, the orange peel texture is a perfect scaffolding for algae, bacteria, and general bio scum This shoot shrinks 1-3% when curing, which in a pipe is exactly what you want. On a big slab, uh, no it will pull towards the center and delaminate from the substrate at the edges.

Honestly I don't know why they painted it. There are people in Devon and Cornwall with pools. It is well known that pool paint is (a) a thing (b) a cheap shïtty solution. Next least shït is a vinyl lining, followed by pool tiles which are ruinously expensive but last long enough for places like hotels to make them worthwhile.

The only reason they've painted it is because it is quick. But it will look like total carp again with in 1-2 years even if it.ia done right.

I have no experience of being a pool paint technician, but I doubt that driving a motorcade of ridiculously heavy vehicles over a newly applied surface is standard procedure.

As above ^ somewhere, epoxy shrinks and in it's primary use, to line pipes where the shrinkage is desirable but in such a huge expanse, it wouldn't take much shrinkage for it to tear at the edges. In the reflecting pool, it tore right down the middle - I presume due to physics: light and temperature.

I personally have used Epoxy primers, Epoxy resin and the paint adhesion to the Epoxy is key. In the case of the Reflecting pool, it's more than possible that they did find a compatible paint but experts have said that the adhesion of the Epoxy to the concrete underneath would have required considerable preparation. If you look at the 'peelings', it is clear that the back of the blue paint is black i.e the resin and therefore, that resin is so very very thin and one single point of entry of water would have quickly got underneath the resin. However, that's bye the bye (as they say oop Norf):
