I think the suggestion is that they were behind a candidate with the same name as their candidate to stand as the third (independent) option. Then again, if the Republican voters are too thick to read a ballot paper and vote for the correct one it's their problem (I assume the ballot papers state which Party the candidates represent as well as their name).

I wonder/hope the Pentagon could resist as the US is "not at war" as he has not got approval from "Congress". I thought he'd been justifying not getting Congressional approval as "it wasn't a war".

Unlikely. The whole purpose of the US nuclear command and control system is to transmit the President's orders (as the only person with the authority to order the use of nukes) to ensure they're acted upon, not to debate whether or not this is a good thing.

As historian Alex Wellerstein puts it (his blog on the topic is well worth reading):

The entire point of the US command and control system is to guarantee that the President and only the President is capable of authorizing nuclear war whenever he needs to. It is about enabling the President’s power, not checking or restricting him.

There is nothing, or anyone, who have the authority to interfere.
