That line is indeed often recycled, but often forgotten by the same companies if they can sell their product at a higher price in a other eu country by changing an label...

Why can't each country do what they want in their own country
Want to sell Alcohol in Ireland - bottle labels must have warnings
Want to sell in Italy - bottle lables do not need warning or must not have warnings (not clear what Italians are saying)
Retailers/ Manufacturers can choose whether they want to trade in each country


Job's a good one
Because producing multiple variants of a product for different markets adds to the cost by undermining the economies of scale and adding to admin costs. Deleting he warning for the Italian market adds to Irish costs, including it for the Irish market adds to Italian costs, and inspecting wine labels at customs adds to everyone's costs. Cheaper all round if you can negotiate a compromise and abide by it.
