The figures are "encouraging" in that they appear to be falling, but, that could be simply that they are not getting caught?

Wouldn't neccaserly say that, the numbers don't say what sort of crimes they are arrested for, i rather have 8000 arrested and jailed for theft, vandalism etc. then 4000 for stabbings, assaults etc. and off course you make a valid point too in terms off just not getting caught.
