Which is why I raised the importance of whether the child was on or in the process of being on a child protection plan. If that were the case, then those concerns might be considered "reasonable".
When I was a teacher there was an especially difficult kid
violent, abusive, bullying - pretty much everything
other kids said he was dealing drugs as well
his parents were no help - LEA tried to help
parents just didn;t see the problem - just "kids being kids"
Yeah - like all kids beat the **** out of a class mate outside school as soon as they are out of sight
anyway there was a conference - parents were threatened with all sort if they didn't turn up
they agreed to nothing and just moaned about the LEA and school bullying them and how they didn;t think he should have to go to school
someone from the LEA said they could only allow thay if the kid was registered as "home schooled"
which was a trap
The school totally disapproved but the LEA were fed up with him
The parents fell for it and asked what "home schooled" meant
and insisted on registering him for to stop the "bullying"
the form were all ready and they signed them and strode out think they had won
The school was powerless then - kid was out of their reach
We heard later - because the school still cared - that the LEA sent a tutor round once a week but to no-one's surprise they never got and answer and had to leave
dunno what happened to the kid - but the general feeling was that the local drug gang would "help him out"
That school was good and cared for the kids and tried to avoid this sort of thing
the school nearest to where I lived was not so nice to troublesome kids and were rumoured to actively generate this sort of thing
mind you - that Head has just be chucked in prison for sexual assault (and worse) of young vulnerable pupils so his level of empathy for the less clever pupils is clear

NOTE - I have seen some excellent example of home schooling for a variety of reasons
but it is one of those things that can be abused and needs to be monitored
