I am usually (fairly) non-judgemental and try to avoid amateur psychological diagnosing. However, there is something fundamentally wrong with her, in a very similar vein to Truss I feel.

She's just swimming in X-shittery, as well as being not clever enough to recognise she's not clever enough, and high on her own confidence. Truss is just batshit crazy.

Could well be. I used to have a colleague that would patronise and ridicule most people they came across (largely behind their backs) whilst believing they were an intellectual colossus. Of course, they were thick as mince and regularly cocked up every aspect of their job and whenever caught out would try and blame someone else a la Badenoch.
