Although a key consideration is whether to keep pandering to motorists. Arguably you'd be better off increasing the toll to encourage people to use public transport.
That is a sound idea, if you have good public transport, I think, generally, we, here in the North East would settle for London Standards of Public Transport.
I am retired, thus, I have a "free" bus pass and cheap metro pass, so, I use Public Transport a lot, (my car has done 6,100 miles in 3 years). Locally, Public Transport it is fine, if like me, you are in no hurry, and, failure of a bus (or metro) to arrive as scheduled makes little difference, I would feel differently if I was relying on it for my daily commute.
Interestingly, the £2 bus journey cap does not benefit this of State Pension age, (even younger in London, I believe), since they get a Concessionary Bus Pass.
