The balance of trade with the USA, is most countries around the world sell vast amounts to them. In the short term, yes tariffs will make products more expensive. It will however force governments to allow further US exports at more favourable rates.

In response to having to amidst tariff speculations. Realistically, they may leave a hole abroad. If Nvidia want to export the SC's, then they will face (bigger) export tariffs, no? China is hardly going to give the US tariff concessions are they?
China may become the world's most powerful nation if the US continues it's own internal destruction.
They will have no hesitation in filling any semi-conductor demand and they will subsidise any such production without legislative hindrance So, does the USA win?.
