I'm not sure whether Trump effectively saying (via an AI image and his Truth Social) that he'll invade Chicago with his stormtroopers is terrifying or one of the funniest things I've ever seen.

Encourage foreign companies to build factories in the US then send in ICE to arrest loads of their workers and completely mess up production. If you were a non-US company looking at the costs and risks of starting manufacturing in the US maybe the wise way forward is to focus on developing other markets.

President can use state national guard by federalising them for specific situations or governor calls for assistance
