My guess (as I claim no expertise) is that everything is pretty unstable at the moment. US pulling out of everything everywhere is presenting China with a massive opportunity as they step into large parts of the World the US is cutting and running from. For China to invade another country right now might make some countries now keen on their help (replacing US help) start to question China's nature more and be counter productive.

Maybe their'll want to wait, exploit the opportunities the US has given them before raising too many new questions about their intent
