I wonder if it is broader than Greenland. Maybe he's trying to extract himself from his failure to ending the Russia invasion of Ukraine (in 24 hrs). Maybe he's realised that Israel is still killing innocent Palestinian civilians, etc. and now he's realised "it's complex" and that he doesn't have the capability.
Maybe not that self-aware but maybe he just wants the freedom to be Putin's mate, Netanyahu's keenest puppet, etc. without having to consider those that are suffering and dying.
