I think his linguistic competence does suggest certainly a degree of cognitive decline. At least Reagan's dementia was being 'handled' during his second term ('The President's Brain Is Missing' in Spitting Image was tastelessly right on the nose), but Trump is just let loose on the world pathologies and cognitive decline all included.

I predict that transcriptions of his oral utterances will be used extensively in the future in analysing specifics of linguistic competence in charting cognitive decline, as I doubt if anyone has ever made so many recorded utterances displaying multiple failures, which increase the more stressed/uncomfortable he is. There are hundreds of examples of his sentences where you can tell he can't hold onto more than one idea, and once he's drifted onto a second idea he just loses track of where he is and just ends up with a stream of (disturbed) consciousness, with some extremely weird syntax (maybe a bit generous to call it syntax at all).
