You do realise that this is just a stop gap bill and has yet to be passed by the Senate? The only reason the full year CR bill was rejected is as @C R stated - it's the equivalent of the 1930s grab for power by Adolf Hitler, giving unprecedented power to the White House and Trump. It's utterly insane.
