He's lived there for 20 years but only began applying for a green card in 2025. It does sound like he has overstayed his visa and waited until he was married to apply for residency. Given his now married status and work permit, he's the kind of case that would previously have been let go whilst his application was considered or voluntarily removed until his spousal visa was granted.

His work permit appears to have been granted as part of his green card application. Hence the part of the article about two arms of government working against one another.
