I believe Neil was talking about military powers, and itis very unlikely the EU will ever be unified enough to act as one over military matters. Sadly it will always be just a loose union, mostly for trade purposes, of countries with differing agendas. I wish it were not so but, other than those countries bordering on Russia and hence more vulnerable, the biggest EU countries are still loathe to spend more than the minimum on defence.

In the future I suspect a lot will depend on what comes after Trump or rather what the US's attitude is towards NATO after Trump.

And maybe NATO removes some of the pressure on the EU countries alone) as there is already an organisation covering military cooperation. And my impression is they did mostly coordinate and respond when the US invcokes NATO article 5 and they came to America's assistance (though as part of NATO rather than part of the EU).

Well, I've always said that the "special relationship" was a one way street, flattering us while extracting as much as possible.
I suspect their relationship to NATO may well be similar.

They were perhaps less nakedly self-interested before. But they will learn what worked for Trump in terms of more assertive foreign policies - and what didn't work, of course.
