Yes, of course it is absolutely normal practice to use a decoy owl on a fence post to attract feral pigeons, isn't it?
Rush of blood? The fecker was trying, and succeeding, to attract raptors to the owl so he could shoot them. Having shot, wounded and then wrung its neck, he returned to his hiding place in the bushes to await another raptor to kill.

The
RSPB's press release makes it absolutely clear that the offence took place on a grouse moor. The video* confirms this.
So why, given the inevitability of a successful conviction, are these feckers lying about "
pheasant and partridge"?
The Scottish government, in
response to the Werrity Report, are considering stricter (hah!) regulation of grouse moor management, and the despicable bastards who make money from misery are desperate to avoid this, hence the deflection.
