The insurance option is that the US government underwrites the vessels.
I can’t see why a private company should take the risk.
But you still need someone to sail it. And unless Trump has is captain’s license, I can’t see any one else silly enough to sit on the deck of a vessel filled with oil.

True. I may have missed it, but, I have not seen details of casualties for the ships which have already been hit. It seems unlikely that no-one was injured or killed in the devastation shown on BBC News.
