I've read that the BBC board has 13 members & requires a simple majority of one for any board vote.

Seven of those members were appointed by Tory governments.
It highlights another failing of our political system. Currently Government endorsed candidate for Chair of the new football regulator is a media executive that has been making donations to Starmer and Labour and, given Nandy's involvement in the appointment he's donated to her as well.

Given our policing should be apolitical how come all PCC s seem to be supported by our political parties and stand as the Labour candidate or the Conservative candidate. A Policing post has become centred around policial parties.

The PCCs are a tory invention.

True, and, it would appear a flawed invention at that. But, they appear to selected for office, elected and operate under party lines, their supposed independence is highly questionable. IMHO.

The rationale for their introduction was to make police forces accountable to the public, which was never properly defined.
