Is there much radical there? Interesting that he appears to be after stealing Cameron's "localism" idea back, in the face of a centralising Johnson, but it looks a bit bland beyond that. The devil will be in the detail, as ever.

The main justified criticism I've seen was that the speech was short on implementation details, which it seemed to be, but do conference speeches often go into that sort of detail?

Starmer's only motivation is this futile attempt to make himself appear electable to the Sheps, Craigs & Paleys of the world. He'll stab any back & stomp on any face on his way to failing at that.
