I think he should distil it into half a dozen key policies, and maybe write them on a big stone so that it's really clear for people.

I haven't read it, but I haven't found any commentator who says much positive about it.

“Level up? You can’t even fill up!” was a pretty good soundbite from his speech yesterday, wasn't it?

The main justified criticism I've seen was that the speech was short on implementation details, which it seemed to be, but do conference speeches often go into that sort of detail?
