He's stuck between a rock and a hard place: he can't withdraw without, erm, admitting defeat (and probably falling out of a high building), and he hasn't got the means to defeat a stubborn & resilient Ukraine, who, despite the nightly drone attacks, seem to be ready to carry on fighting back.
Still think that a few well-aimed big booms (Kerch Bridge, etc) could tip things into a fairly rapid Russian withdrawal. The Russian incursions into EU airspace has strengthened EU resolve.

I suspect to a degree he needs to maintain Russian public support and being able to demonstrate NATO as a "threat" might help him spin that story.So what your saying is that Putin's rhetoric elicits 0 material change?

Or, in a country where information and "truth" are strictly controlled and any talk contrary to the official line likely means prison, it might get rephrased into an unprovoked attack over Russian territory ...If a Russian aircraft were to be downed, wouldn’t that provide wonderful copy, in a country where news media are reasonably tightly controlled?
Poke enough, and, sooner or later there will be an “incident” be it an accident or deliberate.
