This was just official confirmation which came from Lukashenko.
What is clear is that Lukashenko is comfortable with going against Putin's wishes. Therefore, we can only presume Putin has lost his grip on the outliers.

Looks like Ukraine isn't letting up on the drones on Crimea tonight, a state of emergency there having been declared this afternoon, apparently. Or rather, an 'emergency regime', which is entirely different from a state of emergency. Obvs. I assume the only question now is whether Ukraine is planning on just carrying on this daily assault till 'something happens', or whether they pick their moment to do something more dramatic. I can't see them just easing off now.

I've read a couple of articles in the last week suggesting that tactical nuclear weapons are coming back on the table.

Apparently the process is clunky enough that there would be advance warnings (a vote in the Duma, repositioning of hardware) so you'd have your fingers crossed that someone would off him to prevent escalation that no one, Russia included, would win.

Well, given the abject failure of the ICBM Russia chucked at Lviv and the very dated components assembled after the strike discovered within it, I would presume quite confidently that Putin is spreading the idea and the notion he still has that power because he's desperate.
Come on - Putin has been threatening the West all through this conflict. There's nothing new here; we lived through the cold war and we were conditioned to it.
