Seems like a non issue for most of the world, except Starmer

Except it is an issue for many countries, including Canada, but they are looking at different ways of resolving it. Canada is preferring to leave it to current proposals to strengthen its laws to help solve the image abuse issue.

I am not sure that any country, even the US, thinks it is a non issue, but different countries are dealing with it differently, including a few who want to ban it.

Both Indonesia and Malaysia are now blocking access to Grok because of its sexually explicit content.

It is never a reliable thing to take Musk's tweets as truth. An AI search shows:

"As of January 2026, Grok is not the most downloaded app in New Zealand. While it has reached the #1 spot on download charts in other regions, such as the United Kingdom and the United States, it does not currently hold that position in New Zealand.
  • Current New Zealand Rankings: On the Google Play Store in New Zealand, top-ranked apps include tools like NZ Topo50 Offline, Messenger, and Threads, rather than Grok.
  • Most Popular Apps Overall: Historically and currently, social media and communication giants like TikTok, Instagram, WhatsApp, and Facebook dominate the overall download numbers in the region.
  • Availability Concerns: There have been reports of delayed rollouts for Grok-specific features in New Zealand, with some users noting that the service was not fully supported or available in the country as recently as late 2025.
  • Recent Global Surge: Grok's standalone app reached the top of the charts in Ireland and the UK in early January 2026, driven largely by controversy surrounding its image-generation capabilities. "

Two important points are that Google Play has around three times the number of apps as App Store, and that clearly the negative publicity about Grok/X has encouraged many potential abusers to download it to get their kicks.

I think it's an inevitable conclusion that the only people who genuinely think 'it's a non-issue' are people who are entirely comfortable & unconcerned about the free availability of CSAM. Whether that is because they're 'Free Speech Absolutists' (unless you're saying stuff they don't like), or for, erm, some other reason they're probably not going to be willing to talk about.
