What is strange to me is that they decided to pursue the silly terrorism charge, while the failure to declare the cash seems to have been overlooked.

One company I worked for remotely (I lived in France and a UK company) one of the directory seriously proposed paying me once every 6 months when he came over to visit friends over in France - we'd meet in a car park somewhere and he'd give me a briefcase containing cash. Apparently banks don't ask questions if cash amounts are less than £15k ...You need to declare anything above £10k to customs.

Not gone that far myself but I have removed some content from my phone prior to some border crossings.
But it is ludicrous as it's so easy to encrypt anything that most people whose phones will be of interest to the Police will have encrypted that content go giving Police the phone PIN just gives them !D£T%1-*#b¶•se¡L:'|IU]]e4% etc.
But they can't just take your phone and demand the PIN. They have to give you written notice inder Section 49 of the Regulation of Investigatory Powers Act 2000. Written permission must be obtained from a Judge or a District Judge for the giving of a notice under section 49, this then provides “appropriate permission”. And they can only do that in the interests of national security or for the purpose of preventing or detecting crime or if it is in the interests of the economic well-being of the UK.
Forgot to reply to this, they can ask for the passwords and it is an offence to not provide them if you are able to. So the solution used by journalists is to ensure that they don't know the password when they cross the border e.g. get friend to encrypt it, then call them when you are across the border.
