Anyway, the council is getting legal advice to understand whether council tax is due. The case is so clear cut, the council doesn't know, and is potentially spending more money than the tax to find out.

‘Dodging’ implies you believe it was deliberate evasion even before the jury is out…or has even been convened.
I'm fairly sure that if I accidentally fail to pay my council tax I don't get a form to full in with a "tick here if it was an honest mistake" box in it that allows me to get off without paying an additional fine.

What about if you don't get a form asking you to pay Council tax in the first place. Do you pop down to the council office to ask why they aren't billing you? What about if you live on a boat and all the other boats aren't paying council tax either? Do you assume that that is the norm, given that you are paying the marina for moorings, waste disposal, electricity hookup, diesel etc?

If later on, you are told by a journalist trying to dig up dirt on you that you are dodging Council tax, do you moan about it, or just ask whether any was due and then pay the tax?

I’m sure you don’t but I’m also sure you would want the full facts to be examined before being accused of dodging payment.

I am sure councils have discretion on how they treat people in this situation. I think it's not really an issue, just shows double standards c.f. Rayner as just one example.

The electoral register thing seems more serious to me.

Boats don't pay council tax. There is no dispute that a continuously cruising canal boat does not pay council tax. Boats with residential moorings do pay council tax.
