They are either not looking at existing agreements or are playing games. Apparently US already has agreements with Greenland that allow them to put pretty well as many US troops there as they want, and open lots more bases (US used to have a lot more military bases in Greenland but decided to close them down).

For sometime apparently Greenland has been talking to US companies looking for help extracting their minerasl resources. Difficulty is they are frozen over much of the time and Greenland has very few roads so building mines is difficult and expensive.

Theory as to what's really going on (given the public reasons Trůmp gives are just untrue) is that Trump want top go down in history as the one of the few Presidents who has added land area to US (basically ego).
