Currently a lot of material removed from the ground (incl. from the USA) is shipped to China for processing.As China has 90% of the rare earth minerals that the USA need - guess where the majority of the remaining 10 % is... Processing is a very polluting, nasty stuff so building your own processing capability is not something many countries would want to start eg US currently goes to the trouble to transport a fair %age of what it takes from the ground over to China.
Maybe the one thing that might make it easier for the US to build its own processing capability is that Trump doesn't seem too concerned about polluting the environment nor for protecting people living in any area.

No because he was saying that the exporters will be paying it and that is not tariffs. "Tariffs" are paid by the importer.
