In 2019 Garcia was withholding order for deportation. Due to concerns his rival gang would kill him in El Salvador .
Those gangs in El Salvador pose no threat today. So his deportation has been processed.
Even if he was smuggled back into the USA by a democrat representative, he would not be eligible to stay. And once again would be deported.
