Imo, this is the main reason that we are where we are. If there are no legal routes then people will take illegal routes.and shutting down of managed legal ways would suggest that it has.
The Dublin agreement which meant the UK historically accepted more returns? This is one of my problems with the whole Brexit debate. This has regularly been debunked, yet it still comes up and is used by people who talk about Brexit lies.

I'm not sure which bit you are referencing, but I think suggesting the Dublin agreement helped the UK return refugees is probably on a par with the £350m bus claim for truthfulness.
