My daughter refuses to vote for our Conservative candidate this year, despite the trouble he went to to send her a begging letter. I mean she's largely refusing on the basis that she's 17 and ineligible. Good to see our Tory candidate has a really focused campaign...

Then you are still not voting but retain the right to comment on the candidates/parties...no different to not turning up at the polling station.
It is a right to vote not a compulsion to vote, so there is a right not to vote but still comment, even for CXRAndy.
