Having worked in the security services for quite a long time in a previous life (I know I may sound like a Walt, but I really did). The US were considered highly competent among the 5 i's. Honestly, they had so much resource and so many gifted people working for them, but now it's all for nothing as you have a chimp in charge who rides over everyone so you may as well not have NSA, the CIA and others. Just have Donald drop a pin on a map and invade it. Their diplomatic service often had problems being the glue between hostile nations and the US Gov, but again, competent people who were listened to. Even then they still went to war in Vietnam and Iraq, both unwinnable as any other nation could see.

Given what happened during the Cuban missile crisis, I did wonder if Russia had completely abandoned Cuba this time (or just forgotten about it). Seems not. Ha.
