What they need to do is arrest, detain all those interfering in the race.

The riders should not be asked to leave the race for some scum bags

Vuelta Technical Director makes his feelings clear:

“We have not directly asked the UCI to expel Israel, but we did provide them with background information long before all this happened. We are bound by regulations,” García told reporters at the finish in Bilbao.

“I spoke with the team manager [of Israel-Premier Tech] late into the night to see if they themselves felt the pressure mounting. I won’t reveal their point of view, but there is only one solution. We cannot implement it.”

Asked if he was calling for Israel-Premier Tech to withdraw from the race, García said: “Can you give me another possible solution? Please don't misinterpret me, I want to prioritise everyone’s safety today. But that would be it. But we’re going round in circles, we know it. We can’t make a decision, so we don’t know if it’s going to happen.”

I'm uncertain if the arrests of so many OAPs for carrying placards bearing forbidden pair of words is "useful" both for the Police/Government or for the arrested OAPs.

Were I organising such protests I'd be creating two types of placards, one saying "I support PALESTINE" (on two lines) the other saying "I support ACTION" (on two lines) equal'ish numbers of both, handing them out and suggesting each protestor "go meet up" with somebody you've never met before and see if you get along. and watch the Police arrest a load of OAPs for holding up a sign saying "I support PALESTINE" and a load more unconnected strangers for holding placards saying "I support ACTION". Or maybe arrest them for standing next to a stranger they discovered they get along with. Or maybe watch the Police/Government stand there wondering what to do, wondering if there is a higher authority they can refer decisions up to or maybe wondering if a (very) long coffee break might be the best way forward? Maybe some senior officer sitting in a van frantically reading the rule book and realising Murphy was right.

That's exactly the sort of linguistic/philosophical quandary I suggested a few pages back - stretch the definition sooo far that the judges tell the police & government to stop being so silly and wasting the courts' time with charges that have no chance of standing up in court.
