They can make a more solid foundation before laying the tarmac..
In some places, that's not really possible because it'll still be soft fen underneath. In others, that's not really possible because the road is already on 2000-year-old Roman foundations. Both still pothole because the problem is an ever-increasing stream of lard-arsed vehicles grinding stuff into the top layer.

Depressing when an essential bridge repair gets to come, supposedly via levelling up. What next, rejoice more food banks?
And the most neccessary cycling skill these days is pothole navigation.

As horrific, is that for media, almost the only aim is grab more clicks.

Bit of an late response, but that's not only an uk problem, yet in the uk it is an problem. The part of the Netherlands i come from is littatly build on a swamp so they used to be redo-ing all road in parts of the city every 6 months or so. then they built this layer and now it still requires more mainternance than a ''regular road, but not every 6 months anymore.
So if there is a will there is a way.
