I think this is supposed to be clever and funny, but I can't be sure. Maybe it just needs a bendy banana and a few more labels to be utterly hilarious.

You're not alone. I have no idea what this is supposed to mean or how it's a joke...
I think the totality of his thinking was Burnham, North, Brussels, EU, France, erm... not quite sure what Coronation Street has to do with all that, but hey, it's a reference most people will get, even if they don't know why he's picked it.
It's not even a good caricature of Burnham, but maybe I'm expecting too much from a political cartoonist.

I've never watched Coronation Street. I know it's a thing, but beyond that not a clue.

Nor me. But it's a lazy way of referencing "The North" (as long as you overlook that it's The South to Scottish people).
How little Britain. If you are Icelandic, the Shetlands aren't north. Whereas if you are Australian, Bali is north.I'm Scottish and I live in North Shields, Yorkshire isn't North.
Neither is Manchester, nor Liverpool.
But then when people think Watford or Milton Keynes is "North" it's hardly surprising that people's geographical sense is completely warped.
