It's true that the cost is going to be more than if they were fed at home. Unfortunately some parents don't ensure their kids are fed breakfast so in some areas at least it's a worthwhile endeavour, regardless of cost. We used to sell toast from the cafeteria before school (high school), at cost price of the bread and with volunteer staff supervising. There was only enough space to serve Yr 10 and 11but it not only gave kids a chance to get breakfast that home wasn't providing but was an incentive to get to school early.

Exactly so. I suspect Davies never went hungry because her parents either couldn't afford to feed her or because they had a troubled home life.

Unfortunately for the Telegraph, it's hard to tell what's serious and what's satirical in their output these days. I think we're supposed to take it seriously, but...
