Exactly so. I suspect Davies never went hungry because her parents either couldn't afford to feed her or because they had a troubled home life.
I think there's a line of thinking that parents should be responsible for feeding their kids breakfast. And that's quite correct, they should. Just like they should make sure their kids are potty trained and can dress themselves before starting school. And in a way the more you do for the parents who won't/don't do that stuff the more you encourage them to do even less.
At the end of the day though you do it because the kids need it. They shouldn't but they do, and you can't make the kids pay for having negligent parents.
If you had parents who were responsible eg fed you and did your reading practise I think you don't always grasp that there are parents who don't/can't. There are some things that cost relatively little, like breakfasts and Surestart, but have long term benefits that make them good value for money.
