A viral political narrative claiming the rapid decline of White British pupils in elite grammar schools is evidence of a "dying nation" completely misidentifies the cause, mistaking an internal suburban relocation for a massive wave of foreign arrivals.
Between 2014 and 2024, the proportion of White British students at premier grammar schools plummeted—most drastically at Dartford Girls (52% to 7%), Colchester Girls (69% to 24%), and Chatham Grammar (78% to 33%). While right-wing commentators often point to the record-high national net migration figures seen during the Johnson and Sunak premierships, those broad international figures consist largely of international students and adult work visa holders. They do not explain the localized grammar school trend. Official census data reveals that the local towns remain over 80% White; the classrooms changed because of how the schools were funded.
In 2018, Conservative Education Secretary Damian Hinds launched the £50 million Selective Schools Expansion Fund (SSEF). To secure this cash, top-tier schools were legally required to lower entry barriers and expand capacity for disadvantaged pupils.
However, policy designers failed to account for cultural differences in test preparation. Data from the Sutton Trust shows that upwardly mobile ethnic minority families—often second- or third-generation British citizens who relocated out of London to the commuter belt—utilize 11-plus private tutoring at up to five times the rate of rural White working-class communities. Combined with wide or non-existent geographic catchment boundaries, these exam-focused families swept the newly funded places. A policy designed by a right-wing government to aid the local working class instead created a highly efficient regional filtering system, fundamentally transforming selective classrooms while leaving local town demographics untouched.
