1. I dont believe those who want what Reform are offering inthe way of policies, expect all will be fine in a blink of an eye.
2. Decades of ignoring the people will take quite a while to sort.
3. When you get a leader prepared to be bold and decisive, objectives can often be achieved quickly

That was not your point though, you asked on what basis were visa rules not stringent and I answered highlighting how they had become more stringent.
