It did not. No implicitly identified victim. No incitement. In fact if we do take the view that this is anything more than humour beyond the bounds of good taste, it is clearly not incitement. Incitement is a calling for third party action. In this case there is no call for a third party action. It messages the opposite, that third party action is not required because a plan is already in place.
I'm against the idea that Farage be beheaded for corruption, because today he still has the human rights that he protests others having tomorrow (figuratively).
