Misrepresentation is now a civil offence?

There's a set procedure to follow, with separate time limits for each offence. You sign at least one sheet, saying that you've been shown, examined your expenses, and that you are certifying them as correct.

The piece you've quoted twice, makes no mention of any investigation into the expenses, by them. Please show the piece that says they did the investigation.
