On your point about the whip system, Burnham stepped away from Westminster exactly because if this point. He has been highly critical of the way parliament is run. Who knows he may get an opportunity to change it.

IF he becomes Leader/PM why would he change it?, easy to be critical from the sidelines.

There's a reasonable argument that he should complete his term as mayor but welcome to run in 2028 or in the 2029 GE
He could stand down at any time and there would be an election. He could stand down to write his memoires or to join the lecture circuit, etc. and then NEC would not have the same block.

They might chose decide the local Party and electorate should not get to decide but that would reflect pretty badly on the concept of "democracy".
 
The NEC’s decision IS closing ranks to protect Starmer.

I'm sure that's the primary aim, but it would also be a disaster if they also lost the constituency with Burnham as candidate and the vacant Manchester mayoralty to Reform, given Labour's unpopularity at present.

I think Burnham shot himself in the foot by trying to run, and dealt further damage to Labour unnecessarily.
