Russia may have it's allies but I doubt service, goods, materials and supply are free, so with oil and fuel revenue issues, Pootling along badly can't pay for the above?

Another refinery blaze, this time in the Yaroslavl region 150kms north of Moscow, at one of the top 10 producers.
The authorities claim it was a "man made" incident and not related to a Ukrainian drone attack. 🤔
