Cornwall probably has a better-defined border than Scotland or even Wales. Kernowek is closely related to Welsh and Breton to the extent that they are mutually intelligible. However, there are Devon place-names that have roots in the same language, which suggests the Tamar wasn't an immutable border.
The A30 goes right over it, making Cornwall pretty easy to get to.

If people could get to Cornwall from Breton then the Tamar is just a skip and a jump.

There's also the Landsker line in Wales. West of that, the language is mostly English inflected with older Devon phrases.
