Sorry is there a statistical link or data available about the staying at home part of that? Or does the Torygraph simply assume that the streets are just as lethal as always, and staying at home is the only possible explanation for fewer people being murdered?

Mr F Uck knows. I certainly don't, and don't plan on contorting my brain by reading any further and trying to understand the Telegraph's 'logic', which left the building some years ago.
