My guess would be that they are defining 'speed cameras' as ones that are generating fines, and that data is either coming from them once not collecting fines, or that they are collecting speed data by other means to judge the outcome of turning off the fine generation function. It's not surprising that people who are likely to speed are more likely to do so if they know they are unlikely to be caught.

It is interesting the general downwards drift while they certainly were operational... it does suggest that those likely to speed will, over time, adjust their behaviour, if there are penalties.

It will be the army of retirees hanging around the entrance to villages wearing high vis and holding speed guns. They are everywhere.

Speed Stasi - Even in Ontario?
It really pees me off when they point the gun at me when on my bike.
They'd be far better off ensuring the drains aren't blocked and the road signs aren't all overgrown.

I was being somewhat facetious in my early response to Brian's graph.

Totally. It's also a distraction for motorists and cyclists and there's a thin argument of impersonating the police. Their time would be far better spent arguing about repair and maintenance or memorial benches of something like that.

Any local residents should be empowered to wield speed cameras which actually result in convictions.
I'm all for speed cameras disguised as trees, average speed cameras and the like. Black boxes in vehicles would be ideal.
