At least it's a legal requirement in the UK. Not sure about France.
I've never actually used one (so maybe urban myth) but common knowledge is all French cemeteries are said to have a drinking? water tap. Reason quoted is it's an important social requirement to enable mourners to water the flowers on graves (but I can't see that requiring drinking water).

The only time I've used one was in a place I really couldn't see any normal drinking fountain, and I was desperate. I survived.

I thought it was common knowledge that only good old British tap water is safe to drink and you should only go for bottled stuff when travelling to foreign countries with all their typhoid invested water supplies? Tap water in the UK is so good that it has apparently nearly sold out in Kent and is being rationed.

Friends till sometimes ask me if my tap water in France is safe to drink, until I point out it's come out of the 2000m limestone mountain behind the house and just been UV treated. I'd rather be drinking that than what South West Water serves up (with chlorine seasoning) on their shit-tainted menu here in Devon.

Trouble is in the UK everybody is "paying for it" yet not getting things fixed.
eg Taxes on UK workers have risen at fastest rate in rich world, says OECD
eg Government's tax take reaches record high as Labour's tax hikes on business prop up public finances

And remember Labour's election manifesto "Labour will not increase taxes on working people ..."

Not enough if you look at the level of national debt.
Yes, the incoming answer will be efficiencies but the easy pickings will already have been done during austerity.
