I suspect that Cleverly won't win with this pitch – as someone else pointed out, it's almost as if Tories simply don't understand London any more: it's internationalist, pro-EU, pro-public transport and cycling *and* pro-business (well, if it weren't, it wouldn't be what it is).
The thing is, that with all the big data coming in, the attack lines on any pitches to roll back policies that have reduced deaths from motor traffic collisions and pollution now have considerable scientific backing, and at least in London, I think that recognising the tangible benefits are becoming more mainstream. Ian Duncan Smith condoning vandalising ULEZ cameras wasn't a good look even at the time, even less so now.
